

The Observatory publishes and suggests handbooks with a view to assist local and regional governments in their internacional and cooperation policy
In its aim to provide tools and resources for decentralised cooperation stakeholders, the Observatory has two methodological publications or handbooks in the pipeline. With a practical vocation and a strong applied approach, these have been designed in order to respond to the main concerns of European and Latin American both officers and elected interested in establishing or consolidating decentralised cooperation between both regions.These publications are conceived as two volumes of a Practical Guide for local governments' external action and for decentralised cooperation EU-LA, thus steming as a natural outcome and extension of the on-line training course "Specialisation in EU-LA decentralised cooperation".
