

Welcome to the Observatory for Decentralised Cooperation between the European Union and Latin America!
The Observatory for Decentralised Cooperation EU-LA was created in March 2005 as part of the URB-AL programme of the European Commission. Since 2009, the Observatory, comprising Barcelona Provincial Council and the municipal government of Montevideo, has carried out activities in analysis and research, publications, training and the promotion of best practices in decentralised cooperation, acting as a tool for the local and regional governments of both regions as well as other international cooperation partners.
In order to make accessing the content of our web easier, we are completely renovating our website.
During this transition phase, we invite you to visit the Current Issues section, which provides the latest news on decentralised cooperation and the Observatory's activities, as well as key documents published on the subject and main events concerning decentralised cooperation on an international level. Also, in the Library section you will find a collection of our main publications: the Yearbook for Descentralised Cooperation, the biannual specialist journal, Observa, and a collection of Research Papers.
