Welcome to the Observatory for Decentralised Cooperation between the European Union and Latin America!
The Observatory is a tool for solidarity between cities, regions and other stakeholders. It contributes to rise quantity and most of all quality of Decentralised Cooperation in order to amplify its effects, both fighting against poverty, facilitating regional integration and strenghtening local capacities
