Legal Guide for the External Action of France's Territorial Authorities

The French Ministry of Foreign Affairs (Ministère de l’Europe et des Affaires Etrangères – MEAE) has recently published a “Legal Guide for the External Action of France's Territorial Authorities”. Its objective is to provide a complete and updated analysis of the rules applicable to this mode of intervention by the territorial authorities.

In France, the external action of local authorities (EGTC) has an explicit legal regime based on a legislative base. This right was gradually established as of the 1980s, around external action and decentralized cooperation. After major changes in the law of territorial communities in 2014, it was decided to devise a legal guide to answer the most frequently asked questions of elected and professional representatives about the current status of the law.
